Capital Project Vote - Monday, Feb. 13, 2017 - 12-7 p.m. - Auditorium Foyer

The Lyndonville Central School Board of Education unanimously voted for the capital project resolution at its Dec. 12 meeting. This resolution now goes to the community for a vote on Monday, Feb. 13, 2017.

The $10.7 million project presented to voters address maintenance and improvements on the LA Webber building, bus garage and surrounding grounds. The New York State required Building Condition Survey of 2015 was a full evaluation of our campus. This report was used to guide the project and identify the scope.

If the capital project is approved, the work will be done in two phases. Design for the first phase would begin shortly after the project approval by voters with the goal of submitting the project to the New York State Education Department in spring 2017. The goal is to have Phase One out for bid and awarded by fall 2017 with roof construction happening near the end of 2017 and into early 2018.

Phase Two of the project would begin to be designed in March 2017 and plans will be submitted to SED at the beginning of 2018. Review for the second phase of the project will take longer than the first, so the construction would not begin until fall 2018 with completion in 2019.

Voter Qualifications
In order to vote you must be:
- a United States citizen
- at least 18 years of age, and a resident of the Lyndonville Central School District
- living in the school district for at least 30 days prior to the vote

Absentee Ballots
Applications for absentee ballots are available at the District Office, 25 Housel Avenue, between the hours of 8 a.m. and 4 p.m. each day other than Saturday, Sunday or a holiday, or by calling the District
Office at 765-3101.

Proof of Residence
All prospective voters must be prepared to provide one proof of residency. Proof may include, but is not limited to, a driver’s license, a non-driver’s license identification card, a utility bill, or a voter registration card. Each voter will also be required to sign his or her name and address.

Q&A

Will this project cause my school tax bill to increase?

No. The District is financing a large portion of this project (42%) with Capital Reserves that were set aside over the last 10 years to fund a capital project. Using the Capital Reserve helped to reduce our need to borrow money. In our case, New York State building aid reimbursements will exceed our actual principal and interest payments, so no additional tax collections are needed for the project. Long-term capital reserve planning has allowed us to propose this capital project with no tax levy impact.

Why do we need air conditioning?

Air conditioning classrooms is not new to Lyndonville. In the last major construction project in 2008, new instructional spaces in Music and Technology included air conditioning.

Our project will focus on air conditioning many spaces that routinely have temperatures well above 80 degrees in September, May and June. The new Cafeteria will also be air conditioned.

Instructional:
- Students are more focused and attentive in comfortably heated and cooled classrooms.
- Summer programs continue to increase.

Safety:
- Our efforts to secure the building are negated by large open windows on the ground floor during warm months.

What about electricity costs?

Just as we do with the heating system, the air conditioning systems will be part of our District wide energy management system. This system automatically controls temperatures outside of the teaching day so that systems turn down in the evening and weekends, when school is not in session.

Included this Capital Project is the replacement of incandescent lighting in the auditorium and metal halide lighting in both gymnasiums. Changing these fixtures to LED lighting will offset the utility increases associated with air conditioning.

We don’t anticipate a significant impact on our budget. As with natural gas expenses, the severity of outside heat or cold will cause utilities to vary from year to year.

What is the Capital Reserve?

A Capital Reserve is a reserve established by NYS to allow school districts to put aside money for future capital projects. They are established and expended by voter action. Capital reserves are established with a maximum funding amount and a specific period of time in which they are to be used (typically 10 years). Long-term planning with Capital Reserves can reduce borrowing and interest rate expenses. They allow us to maintain our facilities without increasing the local tax rate.
