Dear Parents and Guardians,
We’re writing to inform you of a new statewide law recently enacted by New York State that will affect students’ use of smartphones, and other internet-enabled personal devices during the school day. NYS and the Governor's Office provided resources in the following hyperlink: NYS Distraction-Free Schools Implementation Resources. Feel free to read further.
Beginning this September, a “Bell-to-Bell No Cell” Internet-Enabled Device Ban will take effect in all New York State schools.
Students will not be permitted to use smartphones, smartwatches, or any personal electronic devices with internet access from the first bell to the last bell of the school day.
We have convened a stakeholder committee made-up of students, parents, board members, administrators, faculty and staff to use the NYS guidance to write the "Bell to Bell No Cell" policy.
What This Means for Students
· Devices must be powered off and securely stored—either in student lockers and/or in a designated secure location—for the entire school day.
· Use of devices for communication or media will not be allowed, including texting, phone calls, social media, music streaming, or recordings.
· Exceptions may be granted for documented medical needs or specific educational purposes approved by school staff.
Why This Change?
This legislation is intended to reduce distractions and enhance student focus, engagement, mental wellness, and academic success. Creating a distraction-free environment is essential for helping all students thrive.
Supporting the Transition
To help families and students prepare, we are taking the following steps:
· Back-to-School Night will include a detailed overview of the policy and an opportunity to ask questions.
· Ongoing reminders and support will be provided to students throughout the school year.
· Consistent and fair enforcement will be upheld by all staff members.
· The Lyndonville Central School District Code of Conduct will be updated to reflect this new law.
We understand that this change may require an adjustment, and we truly appreciate your support in reinforcing these expectations at home. Together, we can ensure a safe, respectful, and focused learning environment for every student.
We will continue to share updates with you.
Thank you for your partnership and continued support.
Sincerely,
Sharon Smith
Superintendent
Lyndonville Central School District
